If you are a Public Authority in the UK, make a payment in GBP. VAT is applied applied to the price. PAY HERE

If you are a Public Authority in the EU/EEA, the Reverse Charge Mechanism (RCM) applies.
You will need to apply your TVA Number. To pay in Euros with the RCM. PAY HERE

Worldwide Law Enforcement clients, who are not in the EU/EEA or UK, do not pay tax.

EMPLOYEE BUYING IN PRIVATE CAPACITY
If you are employed by a Public Authoirty, but you are purchasing a training service in your private capacity, you and your employer cannot claim the VAT. Make a purchase with VAT/TVA included but as a private person.
For all VAT, no tax and RCM payments, an appropriate receipt will be provided.
